Yam renovation bid comes in over budget

The Portales City Council voted Tuesday to award a bid for roof repairs on two city buildings.

The council rejected bids for renovating the Yam Performing Arts Theater and received no bids for improvements at the municipal pool.

Sammy Standefer, planning and zoning director, recommended that the council approve replacing the Memorial Building roof for $78,414 and repairing the Portales Public Library roof for $19,450.

The city has $50,000 from a legislative grant to repair the Memorial Building roof.

Standefer said city staff recommended funding the difference — $47,864 — from general fund special projects.

The account has about $200,000, said Debi Lee, city manager.

Councilors agreed to award the bid to Newt and Butch’s Roofing and Sheet Metal.

Councilors voted to reject bids to renovate the Yam Theater. The low responsible bid was $985, 022 from Nick Griego and Sons, $235,022 more than the budgeted amount of $750,000.

The city is waiting to see if it will receive a grant from the Yates Foundation, which could fund the difference, Standefer said.

Lee recommended rejecting the bids and immediately seeking new bids. If the grant is not received and bids still come in too high, various aspects of the project can be negotiated with individual contractors, she said.

Councilors agreed.

No bids were received for municipal swimming pool improvements. Standefer recommended going to bid again for a wading pool, which could be built while the pool is open this summer, and separately going to bid for electrical improvements, which can wait until the pool closes in the fall.

Councilors agreed.
