Sheriff arrests man for fraud

A man police say was traveling across the state passing himself off to hospitals as a physical therapist was arrested Wednesday in Portales on a tip from Roosevelt General Hospital.

Roosevelt County Chief Deputy Malin Parker said Thursday that Shawn Etkin, 38, also known as Scott Hill, was operating under a fraudulent license.

Etkin is charged with felony identity theft; fraud over $20,000, a second degree felony; and practicing physical therapy without a license, a misdemeanor charge, according to a sheriff’s report.

Roosevelt General Hospital reported Etkin after personnel received information he was using a license that belonged to another Scott Hill at another facility in New Mexico, Parker said.

Parker said Etkin had legally changed his name to Scott Hill. He had also attempted to obtain his own license, but failed, according to the sheriff’s report.

As Hill, Etkin then somehow obtained a professional license that was issued to another Scott Hill and began practicing physical therapy, according to Parker.
