Second Roosevelt County escapee captured

On the run for a week, escaped inmate Ruben Lozano shielded his face as he sat in the back of a Roosevelt County Sheriff’s Office vehicle as officials pulled up Friday afternoon to the north side of the Roosevelt County Detention Center.
Lozano, 42, was recaptured without incident at 7:25 a.m. (MDT) Friday in Midland, Texas, where he was staying at an apartment complex with family, according to the Roosevelt County Sheriff’s Office Chief Deputy Malin Parker.
Lozano, and Stephen Phillips, 20, escaped last Friday after the men used an air conditioning vent in Lozano’s cell to gain access to the roof and jumped off. Phillips was found at a residence two blocks away from the jail nearly an hour after the escape with an injured leg.
Parker said Lozano received medical attention in Midland  for “substantial injuries” he suffered when he jumped from the roof of the jail before being transported to Portales.
“He is injured but it is not life threatening,” Parker said, but declined to disclose what the injuries, citing legal reasons. “I think he was hiding and licking his wounds.”
Parker said RCSO officials met Midland County officials halfway and brought Lozano back to the jail a little before 3:40 p.m.
Ninth Judicial District Attorney Matt Chandler said Lozano will be arraigned early next week and charged with escape from jail. He faces an additional 18 months of jail time along with a possible nine to 18 years for drug trafficking charges.
Parker added that he strongly believes Lozano was assisted by others to elude authorities.
“We are going to charge anybody who aided him,” Parker said. “We’ve been tracking him for the last week, following every lead … consuming information we’ve been receiving.”
Parker said Roosevelt County officials learned of Lozano’s location “through interrogation and interviews with family and people that he knew here.” Officials do not know how Lozano got to Midland.
